If a developer’s business does not reach $1,000,000 in revenue in a future calendar year, they may re-qualify for the 15% commission rate the following year.

The fee reduction is for “small businesses”/”small developers”, which means that multiple apps under the same developer account will need to be combined.
For example, for the 2021 implementation plan, if the total revenue in 2020 does not exceed $1 million, the percentage of commission will be 15% after the implementation of the plan in 2021; for new developers who register in 2021, the percentage of commission will be 15% directly.
The App Store’s standard commission rate will remain at 30 percent for apps that sell digital goods and services and generate more than $1 million in revenue.
If a developer with a 15% commission rate exceeds $1 million in revenue in less than one year, the commission rate will be 15% for revenue before it exceeds the rate and revert to 30% for revenue after it exceeds the rate.
If the developer’s revenue does not exceed $1,000,000/(1-15%), which is approximately $1,176,000, then the commission rate shall be 15%.
The new rules will officially kick in on January 1, 2021.
For small businesses and independent developers, such a plan could be tantamount to a permanent reduction in commissions, and when revenue exceeds $1 million after commissions, you’ll be very happy with a 30% commission on subsequent revenue.
